Although energy costs will increase with increased speed, if it gets people off internal air flights, then over all it will reduce green house gases. However for serious rail electrification in the UK we need to sort out our electricity generation. Nuclear power is the only reliable option to meets the needs, although in reality this can only borrow us time. Wind power is a good option too but expensive and not suitable for base loading.
